Plant tulips to a depth of three times the height of the bulb. Use bone meal as a good source of phosphorus for root development. After planting, bulbs require a minimum of three weeks to form the roots they need to survive through winter. Water long enough so that the moisture will reach the bulbs to the depth they are planted.
